Jim Horne served as Florida’s first appointed Commissioner of Education under Gov. Jeb Bush. During his tenure as a Florida State Senator, Jim was the leader on education policies and budget reforms, many of which have become national models. As Commissioner, he oversaw the Nation’s inaugural K-20 system of education and was responsible for implementing the most robust education reforms in the Nation. In addition, Jim supervised the distribution of the $20 billion PreK-20 budget.
